Exploring the Implementation and Acceptability of Home Visits in Adopted Village Oral Health Program (AVOHP) at Negeri Sembilan Oral Health Division (NSOHD)

The Adopted Village Oral Health Program (AVOHP) Was Launched In 2019 To Expand Oral Health Promotion, Enhance Community Engagement, And Increase Access To Care Through Long-term “adoption” Of Villages. A Key Feature Of The Programme Is Dental Home Visits Designed To Reach Vulnerable And Hard-to-access Households. However, Monitoring In Negeri Sembilan Showed Persistently Low Home-visit Coverage, Signalling Challenges In Implementation And Possible Concerns Around Community Acceptability. This Study Aimed To Explore The Factors Influencing Both Implementation And Acceptance Of Home Visits Under AVOHP And To Identify Strategies For Strengthening Programme Delivery. An Exploratory Qualitative Study Was Conducted From June 2023 To June 2024 In Three Districts At Negeri Sembilan Representing Urban, Suburban, And Rural Settings. Guided By The Consolidated Framework For Implementation Research (CFIR 2.0) And The Theoretical Framework Of Acceptability (TFA), The Study Used Purposive Sampling To Recruit Stakeholders Across All Levels Of The Health System As Well As Community Members Who Accepted Or Rejected Home Visits. Data Were Collected Through 39 In-depth Interviews And Three Focus Group Discussions Involving Community Members, Community Leaders, Volunteers, Oral Healthcare Providers, Clinic Managers, District Managers, And State-level Policymakers.Data Collection Continued Until Saturation And Was Supported By Field Notes, Document Analysis, And Reflexive Memos. Transcripts Were Analysed Using Thematic Analysis Following Braun And Clarke’s Approach, With CFIR And TFA Informing Coding And Theme Development. Credibility, Dependability, And Confirmability Were Ensured Through Triangulation, Member Checking, And Regular Analytic Discussions.The Study Provides A Comprehensive Understanding Of How Home Visits Are Implemented, Perceived, And Experienced Within AVOHP. The Findings Highlight Key Barriers, Facilitators, And Actionable Strategies For Improving The Reach, Relevance, And Sustainability Of Home Visits As Part Of Malaysia’s Community-based Oral Health Services.
